Existing Conditions Report

This report documents traffic volume data collected and analyzed to understand how well the transportation system operates and how people travel in the study area today.

2040 Baseline Conditions

This report document’s locations where the current transportation system cannot accommodate the expected growth and serves as a baseline for comparison when identifying the benefits of mobility improvements being evaluated as part of this study.

Market Analysis

This document summarizes the market analysis and development forecast for land use growth expected to occur over the next 20 years in the study area. 

Key Projects Cost Estimates & Concepts

Planning level concepts and cost-estimates have been completed for all key projects to confirm construction of these projects is feasible and to provide cost information that can be used to allocate funding to continue to project development for these projects.

Executive Summary

The Executive Summary presents an overview of the technical analysis and findings for the US 195/I-90 Transportation Study. This includes an overview of how each study goal is advanced by the recommend projects and timeline for implementation for the 26 recommended projects.

Final Report

The US 195/I-90 Transportation Study Final Report documents the technical findings for existing and future conditions and the benefit of the projects recommended as part of this study. The final report also documents the community engagement completed and additional scenarios evaluated to inform long-range planning in the Spokane region.

 A number of planning studies have been completed for the I-90 and US 195 corridors, as well as the larger study area in previous years.

US 195 Corridor Safety Improvement Study:  In 1999, WSDOT completed a Value Engineering Study for the US 195 Corridor. This study identified safety and operational improvements between Hatch Road and I-90, including two proposed interchanges. Due to cost constraints, with the exception of the Cheney-Spokane Road Interchange, recommendations in this study have generally not been implemented.

I-90 Operations Study: The I-90 operations study, a WSDOT study completed in 2018, evaluated and prioritized transportation system management and operations solutions to improve safety along the I-90 corridor between Four Lakes and the Idaho Stateline.

City of Spokane Comprehensive Plan Transportation Element: The update of the Transportation Chapter of the City of Spokane’s Comprehensive Plan, completed in 2017, established a plan for Spokane’s Transportation future. This includes the identification of proposed bicycle, transit, and auto facilities within the US 195/I-90 study area.
